This qualitative case study draws on interview and focus group data from six Civics teachers. As global education scholars assert (Kirkwood-Tucker, 2003; Gaudelli, 2003), local, national, and global “levels of citizenship” (Rapoport, 2010; Law & Ng, 2011) do not occur in a vacuum, each level is invariably connected to one another. Teachers in this study, however, place different priorities and use different teaching strategies in order to teach local, national, and global citizenship education. Teachers also have difficulty seeing connections between the levels. Finally, teachers took different approaches to teaching local, national, and global citizenship to immigrant students.
