The relationship between a state’s political regime and its rate of terrorism has long been a target of research. The present state of the literature suggests a positive correlation between democracy and terrorism. However, recent research on this topic has begun to disaggregate the concept of the political regime. One decomposed concept is the rule of law, or the presence of an effective, independent judicial system. Present research suggests that legitimate, nonarbitrary legal systems mitigate the rates of domestic and international terrorism. These findings, however, are preliminary and require additional investigation.
