Abstract

  • This chapter reports the results of a qualitative study of university emergency managers (EMs) and their responses to crisis and disasters. It reports the participants’ experiences of a hurricane response from interview data, and it considers how emergency managers might manage uncertainties as opportunities for improving crisis communication. To preserve anonymity, I present the study in narrative form, telling the story of a fictional hurricane named Kyle, which combines the events of three separate hurricanes the participants experienced.
