What characteristics make a state a terrorist sanctuary? Terrorist attacks are common to all types of societies. Yet we are compelled to uncover the variables that transform an enabling environment into one where terrorist activities seem to flourish. As students explore the operational environment we seek to discover, as a side benefit, remedies to the terrorist problem. Hence, we seek to understand so that we may solve.
