Specifically, this paper examines how global philanthropy and other government partners react when major funding streams collapse. We explore this question through a mixed-methods approach investigating the financial grants and appropriations provided to nonprofits/NGOs by USAID from 2016 to 2025 compared to their overall funding and financial resilience measures.
